Cut a budget vinyl shutter louver in half and you will see the whole story: it is a thin extruded PVC shell around empty air chambers - the same basic construction as a piece of vinyl fence rail. That hollowness is the entire cost savings. Less material, lighter shipping, faster manufacturing, lower price.
It is also the entire problem. A hollow louver has no core to hold its shape, so its stiffness depends on the thin walls of the shell - and PVC walls soften as they heat up. In a mild climate that is a slow, forgivable weakness. In an Arizona window, it is a countdown.
A west or south window can push surface temperatures far beyond what hollow PVC holds its shape at. The louvers soften, bow in the middle, and never come back. Wide louvers on big Arizona windows sag first - the exact windows people buy shutters for.
